Constitution Watch Carolina follows a structured, disciplined operational framework designed to ensure lawful, respectful, and effective documentation of public activity. These guidelines apply to all Field Correspondents and outline the standards of conduct required during any public‑facing operation.
1. Conduct and Professionalism
Field Correspondents must maintain a calm, neutral, and non‑confrontational presence at all times. Interactions with the public, government officials, or law‑enforcement personnel must remain respectful and free of hostility. Correspondents do not argue, escalate, or interfere with official duties.
2. Non‑Interference Requirement
Correspondents must not obstruct, delay, or impede any lawful government or law‑enforcement activity. Observation must be conducted from a safe and reasonable distance, allowing officials to perform their duties without disruption.
3. Recording and Documentation
All documentation must be accurate, continuous, and unaltered. Correspondents may record in any public space or location where no reasonable expectation of privacy exists. Recording must comply with all applicable laws and time, place, and manner restrictions.
4. Identification and Credentials
Correspondents may display their official Constitution Watch Carolina credentials upon request but are not required to surrender them or provide personal information beyond what is printed on the credential. Credentials are for identification only and do not confer authority.
5. Interaction with Law Enforcement
Correspondents must comply with all lawful orders. If an order appears unlawful or unconstitutional, the Correspondent should document the interaction and report it to the organization for review. Correspondents do not debate legal interpretations on scene.
6. Safety and Situational Awareness
Correspondents must maintain awareness of surroundings, traffic, hazards, and crowd behavior. Personal safety takes priority over documentation. If conditions become unsafe, Correspondents should reposition or disengage.
7. Neutrality and Accuracy
Correspondents must not express political opinions, take sides in disputes, or influence events. All documentation must reflect events as they occurred, without commentary that could compromise neutrality.
8. Reporting and Archival
All recorded material must be submitted to Constitution Watch Carolina for secure archival. Reports should be factual, time‑stamped, and free of speculation. Documentation may be used for public awareness, historical record, or internal review.
9. Prohibited Actions
Correspondents may not:
• Impersonate law enforcement or government officials
• Detain individuals
• Enter restricted or private areas without permission
• Interfere with emergency operations
• Destroy or alter recorded material
10. Commitment to Constitutional Principles
All operations are grounded in the First Amendment and the public’s right to observe and document government activity. Correspondents must uphold these principles with integrity, discipline, and professionalism.
